摘要/Abstract

摘要： 提高国家综合性消防救援队伍的法治建设，一直是应急管理法治化工作的重点工作和应有之义。然而，自公安现役体制承袭而来的纪律作风教育整顿等传统经验，并不能满足新时代纪律队伍发展建设需求，无法从根本上杜绝消防队伍事故案件的发生。作为技术理性的行为手段，法治思维不仅是治国方针，亦是治队之道。坚持效能导向，以提高消防救援队伍法治建设效能为目标，深入探讨法治思维和手段在达成法治建设目标中的必要性和有效性，并提出相应对策措施及制度安排，以期更好地完成新时代应急管理事业对消防救援队伍的要求和期待。

Abstract: Abstract: Improving the legalization construction of national comprehensive fire rescue team has always been the key work and due meaning of the legalization of emergency management. However, the traditional experience of discipline style education and rectification inherited from the public security active service system can not meet the needs of the development and construction of discipline team in the new era, and can not completely eliminate the occurrence of illegal cases in fire team. As the behavior means of technical rationality, legal thinking is not only the policy of governing the country, but also the way of governing the team. This paper adheres to the efficiency orientation, aims to improve the efficiency of the legalization construction of fire rescue teams, deeply discusses the necessity and effectiveness of the thinking and means of the rule of law in achieving the goal of the construction of the rule of law, and puts forward the corresponding countermeasures and institutional arrangements, in order to better complete the requirements and expectations of the fire rescue teams for the cause of emergency management in the new era.
