现代化消防救援指挥模式探析

摘要: 消防改革转隶后,全力打造适应“全灾种、大应急”的现代化消防作战指挥体系是消防救援队伍面临的重要课题。分析了目前消防救援中影响作战指挥效能的瓶颈问题,结合国家“十四五”消防规划提出的总体战略目标,提出了根据功能任务不同,合理实行灾害现场区域管控,保障现场规范有序、战斗效能最大程度发挥的三区管控模式,同时利用信息化、物联网技术多维度采集灾害现场及现场作战人员数据信息,利用数学模型和算法辅助指挥员现场指挥和安全管理,将数据分类显示在指挥、任务、数据、信息、视频等功能屏上,真正发挥数据信息的战斗力,实现复杂现场规范有序、指挥决策科学高效,为打赢制胜奠定坚实基础。

Abstract: After the firefighting reform, it is an important problem for the fire and rescue team to build a modern fire fighting command system that adapts to "all disasters and major emergencies". This paper analyzes the problems affecting the effectiveness of combat command in fire rescue. Then, combined with the overall strategic objectives of the national "14th Five-Year" plan for fire protection, a three zones management and control mode was proposed to divide the disaster site area according to different task division, so as to ensure the maximum effectiveness of standardized and orderly combat. At the same time, information technology and Internet of Things are used to collect data and information of disaster scene and on-site combatants in multiple dimensions, mathematical models and algorithms are used to assist commanders in on-site command and safety management, and relevant data will be classified and displayed on the fire command screen of command, task, data, information and video. In this way, we can give full play to the role of data and information, realize the standardization and order of complex site and scientific command, and finally lay a solid foundation for winning.
