Abstract: In order to improve the performance of major emergencies of flight accident type, it took flight accidents happened around the airport as the research object. Using the theory of constructing scenarios, established a multi-level scenario space description model of "case-scenario-disaster bearing subject-characteristic attribute-response measures". Collected the investigation reports and document literature of global flight accidents. Utilizing case studies, classification, statistics, screening and other methods to extract the data types, quantization methods and value ranges included in the feature attributes of the description model. Based on the algorithm of global and local similarity, the application of the model is demonstrated by a case study. The results showed that: Set up scenario deduction process and the initial scenario has high matching accuracy.
