跨海大桥危险化学品运输事故应急保障能力评估

Assessment on sea- crossing bridge emergency support capacity of dangerous chemicals transportation accident

摘要: 为科学客观地对跨海大桥特殊路段危险化学品运输事故的应急保障能力进行评估,量化评估指标和评估模型,提出了事故应急防控、事故诱因分析、应急处置救援、应急组织管理四个要素属性的评估指标体系。采用层次分析法确定各级指标权重,并利用模糊综合评估方法进行计算,得出应急保障能力等级。以某跨海大桥为例进行实例验证,结果表明该跨海大桥路段的事故应急保障能力处于良好状态,还具有可提升的空间,可有针对性地进行维护和优化。

Abstract: In order to evaluate the emergency support capacity for dangerous chemicals transportation accidents in special sections of sea - crossing bridge scientifically and objectively,quantifying the evaluation index and evaluation model, this paper puts forward an evaluation index system based on the four attributes of accident emergency warning, accident inducement analysis, emergency response and rescue, emergency organization and management. AHP is used to determine the weight of indicators at all levels, and fuzzy comprehensive evaluation method is used to calculate and determine the level of emergency support capacity. Taking a sea - crossing bridge as an example, the results show that the accident emergency support capacity of the sea - crossing bridge section is in a good state, and there is still a large space to improve the emergency response capacity to ensure the safety of dangerous chemicals transportation.
