消防救援队伍高原高寒地区大震巨灾应急通信保障策略研究

Research on emergency communication support strategy of fire rescue team in severing earthquake and catastrophe in Plateau and alpine region

摘要: 为进一步提高消防救援队伍高原高寒地区大震巨灾应急通信保障工作效率,发挥通信保障价值,一是在分析大震巨灾应急通信保障工作必要性的基础上,结合当前面临的工作形势,针对大震巨灾应急通信保障工作措施及保障原则进行了讨论;二是对不同地区消防通信员综合素质能力、装备水平、队伍组成、地方救援力量等影响通信保障的因素进行了对比分析,探讨研究了高原高寒条件下应急通信保障工作存在的薄弱点,制定消防救援队伍应急通信保障工作要求,提出提升队伍内部应急通信保障能力的具体策略措施;三是对比分析了相关策略措施在“应急使命·2021”和“应急使命·2022”抗震救灾实战化演习中的应用效能。实践证明,提出的策略具有现实可操作性。

Abstract: Abstract: In order to further improve the efficiency of the emergency communication support work of the fire rescue team for large earthquakes and catastrophes in high altitude and cold regions, and give full play to the value of communication support, the emergency communication support measures and principles in dealing with major disasters and accidents in recent years was studied firstly. Then, the factors that affect the communication guarantee, such as the comprehensive quality and ability, equipment level, team composition, local rescue forces and so on were discussed. After analyzing the weakness of the current typical disaster emergency communication support work and formulating the requirements for the emergency communication support work of the fire rescue team, this paper puts forward specific strategies and measures to improve the internal emergency communication support ability of the team. Finally, the application efficiency of the relevant measures in the "Emergency Mission·2021" and "Emergency Mission·2022" earthquake relief practical exercise in the highland and alpine regions is analyzed. Practice has proved that the strategies proposed in this paper are practical and operable.
